Norway's Ambassador to Nigeria
Mr. Svein Baera is a Norwegian diplomat and is currently Norway's Ambassador to Nigeria.
He has been with the Norwegian Foreign Service since 1996. He has served at foreign missions in Washington D.C., Pretoria, Dar es Salaam and Abuja.
Mr. Baera has worked on a wide range of policy areas including security policy, development aid, research and communication.
Mr. Baera has a military education and served as a regular officer in the Norwegian army before joining the Foreign Service.
Chief Executive Officer, All On
Caroline Eboumbou is the Chief Executive Officer of All On, whose mission is to increase access to commercial energy products and services for under-served and un-served off-grid energy markets in Nigeria.
A determined pan-Africanist, she is passionate about private sector and economic development, to which she has dedicated her career.
Caroline joined All On from The Rockefeller Foundation where she served as an Investment Director based in Nairobi, Kenya. In that capacity, her role focused on driving large-scale impact through the Foundation’s Power investments in Africa, as well as on mobilizing significant financing for extending electricity access globally.
She oversaw an innovative portfolio of grants and investments aimed at realizing the full potential of mini-grids, while advancing more effective integrated electrification planning and investment across key markets.
Prior to joining The Rockefeller Foundation, Caroline worked for the African Development Bank, and in private equity focusing on construction and long-term equity financing for solar photovoltaic projects in emerging markets. In these roles, she gained substantial project finance experience and worked on transformative projects to bring electricity to people across Africa.
Her project experience spans Francophone and Anglophone countries and ranges in scope from power generation to transmission projects in both private sector-led and public-private partnerships.
Deputy Resident Representative for Program, UNDP Nigeria
Dr. José Gabriel Vitória Levy is a national of Cabo Verde and holds a PhD in Plant Physiology from the University of California at Davis, USA. His expertise lies in Programme management and natural resources management, having occupied several positions since 2001 at the Cabo Verde UN and other UNDP offices. He is currently the Deputy Resident Representative for Programm at the UNDP Office in Nigeria. In Guinea-Bissau, he was UNDP’s Deputy Resident Representative for Programme and Resident Representative a.i. (July 2019 - August 2023). Before Guinea-Bissau, he served as Deputy Resident Representative for Programme and Resident Representative a.i. in Mauritania (February 2013 – July 2019). He also served as Climate Change and Knowledge Management Expert (January 2010 – January 2013) at the Dakar, Senegal-based Africa Adaptation Programme (AAP), with task management responsibilities in 20 participating African country projects.
He started his professional career as a researcher at the Cabo Verde National Institute for Agricultural Research and Development (INIDA), having served for several years as Director of the Institute. He is fluent in Portuguese, English, French and Spanish. His hobbies are music (jazz), gardening and sea sports.
Honorable Commissioner, Energy & Mineral Resources, Lagos State.
Biodun is currently the Honorable Commissioner, Lagos State Ministry of Energy and Mineral Resources. Before assuming office he was the Chief Executive Officer PowerCap Ltd, an energy sector focused consulting service provider serving private and public organizations to diagnose, design, develop, commercialize, and manage multi-stakeholder projects in various states in Nigeria.
He is also on the board of Emmanuella Consulting Services Ltd, a consulting and outsourcing firm providing development, execution and management services to private, national and subnational MDAs in Utilities Management, Procurement, Project Management, Business Process Outsourcing and General Advisory.
He has over 20 years management experience in the multi-varied areas of Energy and Utilities, Project/Corporate Finance, Public Private Partnerships, Information Management, Business Process Analysis and Re-engineering, Startups, Contract/Project Management, Change Management, Investment Management, Business Process Outsourcing and Strategic Management in various challenging environments, in addition to 11 years' experience in the financial and consulting services industry.

Ayoola Kassim is Channels Television's Head of Programmes and Coordinating Producer. She is also the Environment Correspondent, Anchor and Producer of the award-winning environment and development Programme- Earthfile on the station.
She began her career as a production assistant at Channels in 1999, earning major Television awards and nominations including International Emmy Awards (nominee for the UNICEF category, International Children’s Day of Broadcasting Production in 2002), Nigeria Media Merit Award (Winner, Best TV Reporter and Best TV Producer). Dr Adetoun Mustapha is the Adjunct Researcher at Nigerian Institute of Medical Research. She is a global player in environmental epidemiology research with focus on public health challenges in developing countries such as air pollution and respiratory health, built environment, social determinants of health, climate change and ethics.
Dr Adetoun has engaged in national and international collaborations on global health and implementation science. She is also the recipient of several national and international awards and recognitions.
She has been a keynote speaker and panelist in several international conferences and professional meetings.
Wildlife Resources Management Expert
Professor Edem A. Eniang holds M.Sc. and Ph.D. degrees in Wildlife Resources Management from the University of Ibadan. He has international reputation in Wildlife resources management with twenty-five (25) years’ experience in teaching, research, training, counseling, advocacy and community service with national and international organizations which has produced over 100 publications in highly reputed national and international journals.
His outstanding career performance has earned him numerous international awards. In the course of his lifelong pursuits of endangered species conservation research in Nigeria, Prof. Eniang has rediscovered the Preuss’s Red Colobus Monkey (Procolobus badius preussi) in year 2000 which was presumed to be extinct in Nigeria since 1980 and the Flying lizard (Halaspis guentheri) in 2015 which was last seen in Nigeria in 1968 and presumed to be extinct in Nigeria. In 2017, the former Hon. Minister of State for Environment – Alhaji Ibrahim Jubril now His Royal Highness, Emir of Nasarawa personally handed over 600 life animals including 145 venomous snakes which were seized by men of Nigeria Customs and Excise Department to Prof. Edem Eniang in a public event at Calabar to keep in trust for the Federal Government of Nigeria.
National Coordinator, GEF SGP
Ibironke Olubamise - B.Sc., MSc., MBA, Fellow (LEAD), Chevening Scholar, IVLP, PhD (in view)
Ibironke is the pioneer National Coordinator of the Global Environment Facility Small Grants
Programme (GEF SGP), implemented by the United Nations Development Programme
(UNDP) Nigeria. On this job, she has worked with over 130 Civil Society Organisations (CSOs)
to implement over 170 environmental projects in over 200 communities in 29 states. She
also coordinated the Community Based REDD+ programme of the United Nations Reducing
Emissions from Deforestation and Forest Degradation (UNREDD+) in Nigeria. Prior to this,
she headed the Technical Programmes Department of the Premier NGO in Nigerian, the
Nigerian Conservation Foundation, as the first Nigerian female to occupy that position. She
later became the pioneer Head of Strategic Operations of NCF and served as the Secretary
to the Consultancy Committee of the NCF National Executive Council.
She has a combined 30 years of experience in conservation, environmental management,
grant administration and strategic leadership. She is a mentor to many and has built the
the capacity of many of the CSOs for project conceptualization, proposal writing, project
implementation, resource mobilization, knowledge management, partnership building,
mentorship, career development, and advocacy campaigns. She also partners with the staff
of the Federal Ministry of Environment to support the fulfillment of Nigeria’s obligations to
many of the environment-related multilateral agreements such as the Convention on
Biological Diversity; the United Nations Framework Convention on Climate Change; the
Convention to Combat Desert and Desertification; the Convention on Migratory Species;
Ramsar Convention on Wetlands; Stockholm Convention on Persistent Organic Pollutants
etc.
Chief Technical Officer, Transcorp Power Plc
Dr. Oluwaseun Adekola Fadare is the Chief Technical Officer of Transcorp Power Plc. Before joining Transcorp, Oluwaseun served as the Acting Chief Operating Officer of Olorunsogo Generation Company Limited.
He has also held key roles such as Operations and Maintenance (O&M) Manager and COO support at Benin Generation Company Limited in Ihovbor, Edo State; Shift Lead and Training Officer at Omotosho Power Station in Omotosho, Ondo State; and Mechanical Maintenance Engineer at Kainji Hydro Electric Plc in Kainji, Niger State.
Oluwaseun brings extensive experience in engineering, maintenance, and operations, with expertise in managing the operations and maintenance of gas turbine thermal power plants and hydropower generation systems. He holds a Ph.D. in Technology Management, an M.Sc. in Technology Management, and a B.Sc. in Mechanical Engineering, all from Obafemi Awolowo University, Ile-Ife, Nigeria. Additionally, he has a certificate in Sustainable Business Strategy from Harvard Business School.

Peter Adeshola Olowononi is the Head of Client Relations responsible for Anglophone West Africa (Nigeria, Ghana, Liberia, Sierra Leone, Gambia, and Cape Verde) at the African Export Import Bank. He joined the African Export Import Bank in July 2015 as Manager, Business Development, Anglophone West Africa and in March 2019 was appointed to the role of Head of Client Relations, Anglophone West Africa, region. Engr. Owolabi Sunday Adio, a highly accomplished and dedicated electrical engineer with extensive expertise in power systems and renewable energy. Engr. Owolabi holds a PhD in Power System Automation from Huazhong University of Science and Technology, China, a Master’s in Electrical Engineering from Chongqing University, China, and a Bachelor’s in Electrical Engineering from the University of Ilorin, Nigeria and Scrum Master Professional Certification.
Engr. Owolabi’s illustrious career spans over two decades, during which he has made significant strides in the field of energy resources and energy efficiency. Currently, he serves as the Acting Director and Head of Department for Renewable and Rural Power Access at the Federal Ministry of Power. In his previous role, he was in charge of gas to power division of the Ministry and in this role, he has been instrumental in the planning, design, and implementation of critical engineering projects, including the 240MW Afam-III Gas Thermal Power Plant in Rivers State, 700MW Zungeru Hydro -Electric Plant in Niger State and plays a significant role in the review of the new Electricity Act, 2023 as well review of Export and Import Electricity Trading Protocol of West Africa Power Pool.
His expertise encompasses renewable energy technology applications, public-private finance in the energy sector, power system planning, load forecast modeling, and electricity market operations. Engr. Owolabi is also proficient in using advanced engineering software tools such as Digsilent, SAP, MATLAB, and ETAP for power system analysis.
Throughout his career, Engr. Owolabi has received numerous accolades, including the Myron Zucker Electrical Safety Prevention through Design Student Engineering Education Initiative Award from United State of America, he also a recipient of Federal Government of Nigeria Scholarship, Chinese Government Scholarships for both his Master’s and Doctoral studies being recognition the as the overall best Master’s degree student in Electrical Engineering.
